That means...
You CAN use the template on one (1) site/account, whether that’s a personal site/account or a client’s site/account. If you want to use the template on multiple client site/accounts, you need to purchase an additional copy of the template for each additional client.
You CANNOT share or repurpose the template for products that you re-sell or use the design as a base for a new design in any way.
